APR-util 1.5.4 is a bug fix release. Without APR the same RQM Jazz Server was using much more memory and the response times are where much higher, the server needed more than 5 minutes to complete all requests. For further details of this release, see the official announcement as well as the CHANGES-APR-UTIL-1.5 file.
